Modern creative kokeshi by Usaburo. The name of the doll is "hoshininegaiwo" which means "wish upon a star".

The doll measures 1-1/4" tall with a diameter of 1-3/4". Included is a black wood stand which measures 4-1/4" x 3-1/2" and comes in the original box.

These are new old stock, about 10 years old. They are basically mint, however, the boxes have staples and some scratches on the sides of the stands have been noted.

You can still purchase these new for 1500yen or about $17.00 but they do not come with the stand. That's unfortunate as the black background adds so much to the appearance of the doll (see 3rd picture).
